我国民族自治地方自治权行使中的问题与对策思

摘    要
      民族自治地方自治权是民族区域自治制度的核心，也是民族自治地方依法自治的标志，自治机关必须围绕它开展活动。没有自治权或自治权不能得到真正的实现和落实，民族区域自治的发展就会受到影响。但随着我国改革开放的不断深入，经济、社会体制的变迁，民族自治地方自治权存在的问题越来越明显，自治权在行使中存在缺位和流失等问题。分析原因有认识方面、制度方面和党的领导与自治机关的关系方面的原因。针对这些原因笔者提出了若干保证自治权有效行使的对策：还权于自治机关，提高对自治权的认识，明确党的领导与自治机关的关系等等措施。紧抓自治权的充分行使问题，促使民族区域自治制度在新世纪的完善和发展。

The autonomous rights of the ethnic autonomous areas’s problems in the exercise and countermeasures in our country

ABSTRACT
The autonomous rights of the ethnic autonomous areas is the core of regional ethnic autonomy system, is also the sign of the regional autonomy of ethnic minorities law, Any activity of the autonomous organs must be according to it. If no autonomous rights there will no regional autonomy of ethnic minorities. But along with the deepening of china’s reform and opening up, economic and social changes, the autonomous rights of the ethnic autonomous areas have some problems become more and more obvious. Autonomous rights are short of and run off in the exercising. Analyzed the reasons there are three aspects: realized, political and the relationship between the equal committee of CPC and the autonomous organs. Direct these reasons, the author give some advice and countermeasures to mad the autonomous rights be truly exercised. Return the autonomous rights to autonomous organs, strengthen the realize about the autonomous rights and cleared the relationship between the equal committee of CPC and the autonomous organs and so on. The autonomous rights should be fully exercised, accelerate the system of regional ethnic autonomy perfects and progresses in the new century.
