中小外贸企业融资与出口信用保险初探

摘   要

    中小外贸企业是我国国民经济中一支重要的力量，是推动国民经济发展、构造市场经济主体、促进社会稳定的重要力量。当前，中小外贸企业在确保国民经济适度增长、缓解就业压力、实现科技兴国、鼓励民间投资等方面均发挥着越来越重要的作用。经过近年来的发展，我国中小外贸企业已经成为国民经济发展的生力军，但是“融资难”问题一直束缚着中小企业的进一步发展壮大。
本文首先从从中小外贸企业贷款难，银行放款难等方面探讨了我国中小外贸企业融资的现状.之后分析了融资难的主客观原因，主要包括中小外贸企业本身特点，担保条件，金融体制，信用体系等方面原因。然后，通过研究出口信用保险的特点，提出了利用出口信用险下的贸易融资这一新型融资方式，同时提出了其它措施，以解决中小外贸企业融资难题。

ABSTRACT

Small and medium-sized foreign trade enterprises are an important strength of national economy in our country, pushing the development of national economy, constructing the main body of market economy and promoting the stable of social foundation. At present ,the Small and medium-sized foreign trade enterprises possess a more and more important function in insuring national economy to increase, alleviating employment pressure, carrying out building the nation with science and technology appropriately, encouraging folks investments etc. Through several years development recently, Small and medium-sized foreign trade enterprises have already become a vital part of national economy development in our country, but the financial problems have deeply effected the further development of these enterprises. The biggest challenge which the small and medium-sized foreign trade enterprises have to face is their difficulties in raising funds。
This article studies the current loan situation to which the small and medium-sized foreign trade enterprises face on the bank and themselves and others firstly. Then analyze the main reasons why they have difficulties in financing.  It dues to  the characteristic of the enterprises themselves, the guarantee condition, the system of finance and Credit system etc. At last, bring up a new model financing way by studying the characteristics of the export credit insurance of making use of almost lower outlet credit trade financing and other measures have been brought forward to resolve the problems of financing difficult in small and medium-sized foreign trade enterprises.
