我国市政管理存在的问题及其对策思考

摘   要

     市政管理是我国国家管理的重要内容，这也是随着城市的地位越来越重要的国情而决定的。我国的市政管理具有悠久的历史，但是现代市政管理的形成经历了一个从初创到形成到发展曲折的发展过程，从而才形成了具有中国特色的市政管理体制。城市既是财富的创造和集聚的宝地，同时由于受原有计划经济体制和层层集权的影响，在市政管理的过程中也存在着众多问题，如我国的市政管理的城市政治系统的结构是不合理的；市政职能的定位存在偏差；市政管理的体制是不适应我国城市发展的，是不健全的；市政管理的内容只重经济、重管理，而市政手段只注重行政命令，这些都是不科学的。针对这些问题，应该积极推动城市政府机构、市政体制等方面的改革，重视并加强政府的公共服务职能，切实实现市政管理手段的日益现代化。

Abstract

The municipal administration is an important part of management in China. It is determined by the conditions which the status of the city is more and more important. Municipal administration has a long history in China. However, the formation of modern municipal management underwent a tortuous development process which was from start, form to development, and formed a municipal management system with Chinese characteristics. The city is a place which creates wealth and gathers the treasure. At the same time, because for the impact of the planned economic system and centralized rule, there are many problems in the process of municipal administration. For example, municipal management’s structure of the political system in Chinese cities is unreasonable, there are deviations in locating of the municipal functions, the system of Municipal management is not adapting to urban development in China, it is not healthy, the municipal administration only focuses on economic and management in the contents, The municipal administration only focuses on executive orders in the means, these are unscientific. For these problems, the municipal organ should actively promote to the reform of agencies of urban government, the system of municipal management and so on, attach and strengthen the functions the Government's public service, effectively realize that the municipal management means become to modernization.
