我国市管县体制分析及改革设想——以江苏省为例

摘要：市管县体制是中国改革开放后普遍采用的行政管理制度。它在计划经济时期起到过积极作用，但是随着社会主义市场经济的发展和完善，市管县体制暴露出了很多弊端。本文以江苏省为例，回顾了市管县体制的发展历史，客观地分析了市管县体制的利弊，论证了市管县体制改革的可行性，并结合江苏省的实际情况提出市管县体制的改革设想。

Abstract: The City Dominating Country System is the administration management system has been adopted widely since the Reform and Opening-up in china，which played a positive role in the planned economy time. But with the development of the Socialism Market Economy, it emerged many malpractices. The article takes Jiangsu province as a example，retrospected the development history of City Dominating Country System，analyzed the advantages and disadvantages objectively，demonstrated the feasibility of innovation，and some reform tentative plans was given by the actual condition of Jiangsu province.
