乡级政府在企业人力资源开发管理中的职能

 ［摘  要］
 新农村建设为乡镇企业的大发展带来了新的机遇。然而，乡镇企业当前普遍存在人才流失严重、技术人才匮乏、员工整体素质偏低、管理体制滞后等问题。在政企分开的口号下，乡级政府对企业人力资源问题力不从心，存在着理解上、行为上和职能上的片面性，导致回应力的缺失。这些问题不仅困扰了乡镇企业的健康发展，也限制了乡级政府自身功能的发挥。乡镇企业与乡级政府这种一荣俱荣、一损俱损的局面，要求乡级政府必须发挥好服务型政府、借才兴业、人才加工厂、蓄水池、优势转换等职能作用。但是，由于鲜有成功的经验可以借鉴，更缺乏理论指导，乡级政府如何推进乡镇企业人力资源开发管理成为其战略性任务。

 Abstract: The new rural reconstruction has brought a new opportunity for the township enterprises’ great development. However, the township enterprises generally have some current problems such as the serious brain drain, the shortage of technical personnel, the overall low quality of the staff and the lag in management systems, etc. In the slogan of separating government functions from enterprise management, the township enterprises lack the ability to do what they would like to in human resources’ issues, so that they have one-sidedness in the understanding, the behavior and the function, which causes the weak responsive ability of the township governments in human resources of enterprises. These problems block the healthy development of the township enterprises and limit the full play of government’s functions. The intimate relationship between the township governments and the township enterprises, requests the township governments must play the service-oriented government, talents-bridge, personnel processing plants, water reservoirs, advantage transfer, etc. However, because of the seldom successful experience for reference and a lack of theoretical guidance in dealing with the human resource problems, how to accelerate the human resource exploitation and management of the township enterprises has become a strategic mission of the township governments.
