“东南互保”与江南经济的发展

摘要

 “东南互保”是晚清政治史上的一件大事。19世纪末，北方农民开展了反帝的义和团运动，八国联军出兵干涉，清政府盲目下诏应战。北方陷入战乱，而江南却较为平静，原因是刘坤一、张之洞等地方督抚与各国议订了维持东南和平局面的互保章程，双方采取一系列措施，阻止了义和团运动向江南的发展，江南因而避免了八国联军的侵犯，平安地渡过了“庚子国难”。
 “东南互保”在一定程度上阻碍了西方列强入侵江南， 而江南地区又聚集着绝大多数的外国资本、官僚资本、民族资本。“东南互保”的实施使官僚资本、民族资本得以保存和发展，使清庭在东南的“财赋”得以保全,南北经济发展的差距进一步扩大。总之，“东南互保”有利于我国商品经济的发展，有利于民族资本主义的壮大和我国近代化的发展。但同时又不可避免地便利了帝国主义对江南地区的经济侵略，对江南洋务民办企业和民族资本主义企业的吞并及排挤。
