由住房消费等因素引起的浙江省CPI偏差的初步估算

摘要

 准确测度居民消费价格指数（CPI）一直是经济和统计学界一个极具挑战性的难题，我国国内关于CPI准确性的讨论和争论近年来也逐渐增加，其中一个重要的原因是住房价格的快速增长。CPI是分析宏观经济形势、判断通货膨胀水平、制定宏观经济政策的重要依据，同时又与居民日常生活及企业和个人的微观经济决策息息相关，因此，准确测算CPI就成为一项非常重要的工作。目前我国政府公布的CPI八大基本类中，居住类支出虽然包括居民的自有住房支出，但自有住房支出是以城镇及工矿区个人建房单位面积工程造价计算出来的虚拟房租来代替的，而目前我国自有住房中有相当一部分以房地产开发企业竣工房屋造价计算，所以官方公布的住房消费并不能真正反映居民的生活水平，致使CPI有所失实。
 为了更准确的估计浙江省CPI，笔者在本文中通过介绍国内外CPI中住房消费的不同处理方法，在王军平的研究方法的基础上，结合动态权数，重估浙江省CPI，并说明高估或低估CPI对我省的影响。

ABSTRACT

 Discussing and debating the accuracy of Zhejiang Province’s CPI has increased in recent years.  An important reason is the rapid growth of housing prices. CPI is the important basis which determines the level of inflation. In order to know the more accurate data, I will use the methodology of Wang’s research and combine with the dynamic weight number. There are four parts in my thesis. The first part mainly introduces the different treatments of housing service in the world, and indicates the unreasonable part of Zhejiang’s treatments of housing service. The second part discusses the current treatment of housing service and drawbacks in Zhejiang Province’ CPI and so on. The third part re-estimate Zhejiang Province’s CPI and analyzes the influence of housing service to Zhejiang Province’s CPI. The fourth part gives some suggestions about improving Zhejiang Province’s CPI system.
