我国中西部地区农村劳动力转移的现状、问题及对策

摘要
    我国的农村劳动力转移是社会主义市场经济发展到一定阶段的产物，是社会劳动力资源配置和再配置的过程，是劳动力市场提高效率的重要手段，更是缩小城乡差距的重要措施之一。本文主要涉及的劳动力转移是指我国中西部地区的农村劳动力转移（文中简称为“劳动力转移” ，暂不考虑国际间的劳动力转移等情况），文章从农村剩余劳动力的成因入手，分析了劳动力转移的存在条件、规律和形式，从而归纳出一系列对劳动力转移具有决定意义的影响因素。目前，我国劳动力转移的发展已经日益得到重视，如何引导劳动力市场朝着更有利于社会主义经济发展的方向前进已经成为政府和社会全面和谐发展的一个重要课题。本文通过对我国中西部地区的农村劳动力转移的现状分析，为劳动力转移的发展提供更具社会意义和经济意义的理论依据。

THE CURRENT CONDITIONS，PROBLEMS AND COUNTERMEASURES TO THE MIGRATIONS OF RURAL LABORS IN MID-WESTERN CHINA
                
    ABSTRACT
     In China, the migration of rural labor force is supposed to be an offspring which resulted by socialism market economy developing to a certain stage, a process to the collocate and relocate of the labor force resource, an important resort to increase the efficiency of the labor force market, and also one of the significant measures that can shorten the disparity between the rural and urban area. The migration of labor force referred here indicates that the migration (called ''labor force migration'' for short here, and without consideration of the things temporary, such as the international labor force migration )in the mid-western China, and the thesis starts with he cause of the rural surplus labor force, and then we analyze the existence conditions, the disciplinarians, and the forms of the labor force migration, thereby conclude series of factors which impact decisive significance to the labor force migration. Presently, the development of the labor force migration in China have already caused recognition increasingly. And the problem how to lead the labor force market to a further development of the socialist economy has  become an important topic which relates to the harmoniously development concerning both government and social all-around society .Finally, by the analysis of the current conditions of the rural labor force migration in mid-western China , we aim at setting theoretical evidence which is of higher social and economic significance .
