摘要
     全球纺织品贸易于2005年1月1日起实现一体化，纺织品配额全部取消，纺织品贸易的“后配额时代”已经到来。世贸组织所作的有关取消配额在纺织品与服装方面的规定,十分有利于我国这个纺织品出口大国。然而,发达进口国是不会让我们轻而易举地占领它们的纺织品市场的,它们会设置更多更隐蔽的关卡。配额取消不意味着自由贸易，影响全球纺织品贸易的因素还有很多，除了配额之外，还有关税、绿色壁垒以及各种非关税措施。为防止配额取消后纺织品贸易波动，中国政府早在2004年一体化前就对纺织品出口采取了降低出口退税、对纺织行业投资进行宏观调控的政策。为了维护世界纺织品贸易平稳发展，推动新的世界纺织品贸易体系的建立，中国政府在纺织品一体化后出台了一系列政策。本文档研究进入“后配额时代”中国纺织品贸易面临的问题和对策，这对于今后中国纺织工业和纺织品贸易的健康稳定发展有着重大的意义

 After enters "the quota time" the Chinese textile trade’s  question and the countermeasure
ABSTRACT
The global textile trade gets up the realization integration on January 1, 2005, the textile quota completely cancels , the textile trade’s  "the quota time" already arrived. The stipulation cancel the quota about the textile and the clothing made by the WTO is  certainly extremely advantageous to our country that is such a great textile export country. But, the developed import countries will not let us take possession of their textile market easily, they will set more and more toll-gate. The quota cancellation dose not mean free trade, there are still a lot of factors which effect the global textile trade, besides quota, but also has the custom, the green barrier as well as each kind of non- customs measure. In order to prevent the textile trade fluctuate after the quota cancellation, the Chinese government had already reduced the export rebate and carried on the macroscopic readjustment and control policy on textile industry investment before the realization integration in 2004. In order to maintain the world textile trade  development reposefully, impel to establish the new global textile trade system, the Chinese government had come on a series of policies after the textile integration. After the present research enters the question and the counter measure which "the quota time" the
Chinese textile trade faces, this has the significant significance regarding the next China textile industry and the textile trade health stable development.
