影响我国EKC的外贸与环境政策分析

摘    要

      在发展经济的同时要考虑环境问题，使社会福利达到最优化是每个国家追求社会发展的目标。环境库兹涅茨曲线体现了一国经济与环境的基本关系。本文通过从我国贸易政策和环境政策对环境的影响来分析我国环境库兹涅茨曲线的发展趋势，肯定了政府的贸易和环保政策对于环境恶化的控制效果，并在此基础上介绍了政府保护环境所采用的经济政策,认为，我国政府对环境问题的直接干预虽然在污染基数大的基础上控制了经济增长与环境污染的比例，但政府的直接干预只是协调经济增长与环境污染关系的外部手段，经济运行效率才是其根本原因。因此，只有提高现阶段我国的经济运行效率，才能使政府的直接干预充分发挥其功效，最大程度地加快环境库兹涅茨曲线好转的速度，从而提高社会福利水平。

Abstract

Considering the environment problems and optimizing the social welfare in economic development is the goal of  social development that every country is pursuing. Environmental Kuznets curve reflects the basic relationship between a country's economy and the environment. This paper analyzeg the environmental impacts of the development trend of China environmental Kuznets curve through the influence of China trade policies and environmental policies on environment. The author affirms the government's trade policies for the deterioration of the environment and the control of environmental effects, and on this basis introduces the economic policies adopted by the government to protect the environment. From what we mentioned above, we can see although Chinese government's direct intervention to some extend has controlled the environmental pollution, however, the government's direct intervention is coordinate between economic growth and environmental external means, and economic efficiency is the fundamental reason. Therefore, only by improving the efficiency of the current stage of China's economy, the government's direct intervention in order to give full play to their effectiveness, maximum speed of the Environmental Kuznets Curve to improve its speed, thereby improving the level of social welfare.
