我国第三部门发展现状与对策

 摘要：20世纪中叶，西方国家发生了一场范围广泛的“第三部门”运动，政府退出了很多传统的微观经济领域，同时大量的公共服务转由第三部门来提供。到20世纪80年代，“第三部门”运动引发了一场世界范围内的社团革命，第三部门在全球迅速发展，并对全球的政治、经济和社会的发展产生了巨大的影响。伴随着我国经济体制的转轨和国际上的社团革命，我国的第三部门也开始了缓慢的起步，经过20多年的时间，我国的第三部门有了很大的发展，在社会各个领域发挥着越来越重要的作用，但由于我国的具体国情，我国第三部门的发展存在着许多不足之处。本文将在深入分析我国第三部门发展的基础上，提出一些对策。

 Abstract: In the middle of the 20th century, Western countries engaged in a wide range campaign of “the third sector”. The government withdrew from the many traditional micro-economic areas, while the large number of public service was provided by the third sector. Until the 1980s, “the third sector” campaign triggered a worldwide association revolution. It developed rapidly in the whole global, and had a tremendous impact on the global political, economic and social development. Along with Chinese economic structure transformation and the international community revolution, our third sector has begun with a slow start. After 20 years, the country's third sector has developed considerably, in all areas of society it is playing an increasingly important role, but because of our specific national conditions, there are many shortcomings. On the basis of an in-depth analysis of the development of the third sector, this paper will point out some countermeasures.
