摘要：本文通过对农用地和建设用地的土地功能、农村土地保障和城市社会保障的功能比较，和对农村土地保障功能替代的经济可行性、社会可行性和管理可行性分析，并在此基础上指出了替代农村土地保障功能应具备的基本条件。

Abstract: This paper, the land function between the agricultural land and the construction land were made a comparison, and the countryside land safeguard function and the city social security function were compared, and the economical, social and management feasibilities of substituting the rural land safeguard function were analyzed. And based on it the basic condition that substitutes the countryside land safeguard function were put forward.
